H1B visa expired in April 2009 ( more than 3 years ago) but valid I-797 all along

Hi,

I am planning to go to Canada or Mexico for H1B stamping. This is my 3rd time getting the visa stamped. Previous stamping expired in April 2009 (More than 3 yr ago) but I have never been out of status, and have been holding H1B since 2005. My current renewal is valid till April 2015 and I have all my valid I-797s and I-94s.

Just a side note, in case it is relevant - I have been on H1B for almost 7 years and got my recent extension based on the approved I-140.

Questions

1) If I go to Mexico, I am concerned about the requirement they have for visa validity - it says on the website "The visa must be valid or have expired within the last year." Since my visa expired more than 3 years ago, I am not sure if the condition applies on me and if I might get into trouble?

2) If not Mexico, is Canada the best choice for me?

I'll really appreciate if someone can share similar experience and give some advise.
