It depends on the amount mentioned in the LCA when your H1 was filed. On H1 your pay should not be less than LCA amount. If on NOV payroll you got less pay ran than your LCA amount it is a violation of labour law

OPT payroll will NOT include medicare and ssn taxes so obviously in your NOV month payroll you did not pay that. Ask your empoyer and your CPA for corrections.
