Automatic Re-validation Rules???

Hi everybody!

I am going on a cruise soon... Next week...

Currently, I have filed my DS-160 visa paper online in Toronto, but I have not schedule any appointment, or I have already cancelled them.

Now the question is:

Does applying for the form DS-160 without any appointment consider as applying for a visa in foreign country?

By what it said: It has to be applied for new visa AND pending decision or has been denied a new visa application. (This processs is pretty much after the schedule appointment and after the interview. Is that right?)

At what stage is it consider as applied for a new visa and is pending decision?

I really hope to hear from the experts, because this issues on AVR is very limited and unclear.
