They would have informed your friend when he should go back to collect the passport. In New York they gave it back on the 3rd business day

yes it is possible. There are many people who can do it... It is similar to sending the visa application via mail where you are not present in person

Canadian visitor visa application can be dropped in the consulate by someone on your behalf. All you have to do is fill an additional form.
