Reapply for new H1B after 6 years

Hi, Here is my situation -

Currently on H1B visa, expiring on Feb 18 2013. I am planning to return to India on Feb 15 2013.

I want to apply for a new H1B visa in the FY'2014 Quota that will open in April 2013 but with an Intended date of travel to USA as March 2014. Is that possible? I am applying before I complete the 1 year cooling period but will provide in the application that the approximate date of travel is after March 2014 (thereby completing the 1 year cooling period). My companies travel guys say that it is possible but others who know about this subject say its not possible.

That won't work.

For one, you absolutely have to be outside the US for one year before a new H1 application can be filed.

And then, the start date can no more than 6 months ahead.
