H1B Visa Application Time and its requirements!!

Hello,

I'm currently under OPT and recently got OPT Extension till July 2014. I was just wondering like when is the good time to apply for H1B Visa.

Also what are the documents needed to get H1B Visa?

Any help would be appreciated.
