Employment letters for GC

Hello

I was on L1B with an employer for 2 yrs, I now shifted to another employer on H1B. As I did not serve the notice period, this employer is saying they wont give employment letter unless I pay a big amount. Could any one let me know if employment letters are very much required for getting green card? Please advice. Also if any one can advice me on is there any way not to pay the amount m, I signed contract that I will pay the amount.
