H1 Cap Exempt

Hi,

My wife was working on OPT till Aug 2012 and she got H1 approved through consulting company. Now, we are canada due to my visa issue so she has to leave the job. Now, once we go back to US after 6 month, she doesn't want work for 1-1.5 year. So, do you think after 2 year from today, she can work on her old H-1? Do we need to go for stamping before she can start working again?

Also, is it possible to transfer H-1 or File H-1 with quota exempt with differnet employer
