OFC chennai issues

Wonder if anyone encountered this issue

I have an approved petition for H4 extension.

I applied for the stamping process and suprisingly there is a new system which says I am exempt from visa interview and all i have to do is to present the documents at the OFC.

However, OFC denied it because the principal applicants' ( my husband ) passport is not stamped.

Now, they want me to do the process all over again and schedule an interview

So, is it necessary for h1 to be stamped in order for h4 applicant to get their visa stamped? What happened? Did you take another appointment and how did it go?
