6th year extension and COS to L2

I read on murthy site that in case the labor is not applied before 365 days and there is a pending audit, one can change his/her status to L2(provided spouse on L1) AFTER 6 YR H1B COMPLETION and wait for labor audit to complete.

and once approval is sought, one can apply back to H1b from L2 with COS without having to travel out of US

However, when checkied on some other forums, they do not agree that above is possible. Please advise if the above intend/procedure is same as whats OPTION 4 given in article below

Yes, one can move to L2 status provided your spouse is in L1 status as L2 status does not count to 6 years on H1B.
