Validation of H1 petition that was approved in 2007

Hi,

I came to USA on L1B visa in 2006 and then applied for H1B in 2007 and got approved after couple of queries.

But I didn't work on H1B visa for a single day in USA.

My L1B visa expired in 2009, so went to india and came back to USA on L1A within one month of duration.

Recently I got my L1A visa extention for 7th year as well.

Here are some of my questions.

1. Is there a way that I can move to my earlier H1B petition that approved in 2007?

2. I have already completed 6 contineous years in USA. Still can I use the H1B petition that approved in 2007?

3. If possible, generally what is the process to move to H1B?

4. If not, what is the process for applying a new H1B?

5. How long I need to be out of country to apply for a new H1 B or to use the earlier H1B petition?

6. Recently one of my friend moved from L1 to H1 which was approved in 2007. But in his case was, he came to USA one year back. Is there a way that I can follow the same approach to move from L1 to H1?
