H4 to H1B RFE.... change employer

Hi,

I got an RFE for my H4 to H1b application. And my employer is not responding to my RFE. Could some other Employer apply for a new H1b for me using receipt of the previous employer, without having to wait for the 2014 quota?

Not possible.(Assuming you dont have an H1B approved in the last 6 years).
