Working For both Clients while H1B transfer is in Process, Please Help Me

Please advise me!

I am working with employer A and filed for H1b transfer to employer B. I got RFE. I already started working with the client for employer B, but the employer B is not running the payroll. Receiving paystubs for my job with employer A.

1. Is it safe to work for both clients even though I get paid from my employer A. I afraid to resign the job with employer A without receiving the transfer approval notice.

2. Can I file another H1b transfer with employer C for the same client (employer B) while RFE is pending with employer B.
