For working less than 40 hours, the LCA and the H1 would have to be amended for part-time.

To work for multiple employers, each employer needs to file an H1 petition for you.

You can work less than 40hrs. But should get paid as per LCA.

H1 employee needs an employer to sponsor. If you have multiple sponsors and approved h1 then you can work for those employers.

What about working parttime as needed? Say I have a concrrent H1B visa for 7 hours a week, Do I still get paid irrespective of I work or not?

The LCA needs to specify the hours, and the salary for the hours. You need to get paid for the hours. It is the employer's responsibility to give you something to do for these hours. He needs to pay you, even if he doesn't have any work for you. So it is in the employer's own best interest to make sure you have something to do.
