H1 B Cap Exempt and transfer/extension with new employer

Hi Expert,

Currently I am working in US on a L1B-I visa since Sept 2010 with company A. Prior to this I worked between 2008 and 2009 from about 1.5 yrs on H1 B(Petition – 2007 to 2010) with same company A ; my visa expiry was August ,2010. Now I found a new employer willing to sponsor H1 B in lieu of the same here I have couple of queries

1. Can my new employer file H1 B transfer /Extend my H1 B visa using H1B cap exemption anytime of the year? An please comment on period of new h1 B would be. Will it be (6 - 1.5- 3.0= 1.5) or my L1B stay is not calculated att all.
   
2. If (1) is not applicable please suggest other alternatives.
