Second h1 Stamping either Vancouver or Ottawa - suggest me

Hello,

I am on EVC model. Working for same client for 2.5 years. I had first stamping from India in June 2012 with client & vendor Letter. But I got stamped till Sep 2012. After I went through renewal.

Now my visa is valid till 2015,I have only bachelor Degree. I want to go for stamping in Canada, but client can't give me letter @ this time. Can I use old Client Letter? Client Letter mentioned 6 months of project, 6 month already finished, I am still working for same client. Vendor can provide me Vendor letter.

Should I go for Stamping @Vancouver or Ottawa? Which one is better place for my case?
