Got 22g h1b white slip at london embassy in oct-2012.Visa expired so returned to india .please advise

Hi,

I was working in UK for past 2 yrs and i am graduate in MS-Biosciences.I applied for US visa and went for visa interview on Oct-09'2012.I got a white slip and VO said my case requires additional admin processing.My visa expired on OCtober -13'2012 so i returned to india.Still my case is pending with UK london embassy.Whatever time I hear back from them how i can i transfer my case to india to proceed further or can i send my passport to someone in UK and get it stamped.

Please advise.And how long does it take for admin processing with white slip.There is also no reason that was given on the slip

Is it good to apply for US visitor visa and go there and dod a Change of status to H1 there.
