Should I apply for visa amendment for the 'Same employer but new Client'?

My project is going to end in November with current client. I am planning to go to H1visa stamping in January. Since my H1 visa was based on the current client, I have the following questions:

1. Before i go to H1 stamping after I change my current client, should I apply for visa amendment?
   
2. Shoudl I get visa amendment even if the new client is in the same state?
