H4 to H1B

Hi

I have worked in H1b for 3 years then did not renew H1 again. converted to H4 in Sept 2010. Now after 2 years on H4 ,i want to convert back to H1 through consultancy becasue not able to find full time job so consultancy is only option..so what to do?

I mean first need to find project and client letter is mandatory? If any body done h4 to h1 through consultancy please let me know.

For H1, client letter is mandatory. But their are some rare cases who got approved without the letter.
