Minor Drop-Box for H4 visa in India

I heard that non-immigrant visa interview is waived for children aged below 7 years at all U.S. Consular offices in India (http://www.murthyind.../06041201.html)

Mother on H1B wants to bring daughter (2 years old) on H4 from India by using DropBox.

• Does anyone have experience using dropbox for H4 visa for minor?
  
• What additional documents would I need to send (apart from original passport, DS160; Checks; my I797/Visa copy)
  
• Any success stories.
  
• Also how long did it take for H4 visa stamping using drop box
