Can H1b visa transfer before stamping?

Hi,

My employer filed H1B visa for me.I have I-797 with me with one year validity.

But the current company visa success chances are less.

I want to transfer my H1B to other organization before my stamping interview.

I mean, I will attend stamping interview with new organization I-797.

I have doubts,

1) Is it allowed to transfer H1B visa to other organization before stamping interview?

2) Suppose If I attend stamping interview with current I-797 and visa get reject , can I transfer to new organization even after reject(I797 have one year validation)?

Yes you can.

It doesn't matter either you have stamping or not.

I don't think you can transfer before stamping. Not sure why you want to quit when you haven't even started yet?
