Do I fall in quota exemption for H1B or not ?

Appreciate your help in clarifying my situation-

I was In USA from (Feb 2003 - Oct 2003) for only 8 months in Idaho on H1B ( valid 03/30/2001 - 11/01/2003)

Please suggest if I want to get H1B again, Would I fall in the quota exemption cap ?

Technically after my previous H1B validity I was out of USA more than 1 year condition.

I have used only 8 months of H1B - 6 years normal duration.Can I use the remaining 5 years 2 months with new H1B ?

After about 1 year 5 months later I was on -

L1 - (02/08/2005 - 02/07/2006 ) for about 1 year in Phoenix

L1A - (02/16/2007 - 03/30/2009) for about 2 years in Boston

L1 counts towards 6 years time limit. Your time is not reset unless you go through the quota again; simply being outside the US for a year does nothing.
