want re-apply h4 while previous h4 is in Adminstrative process

HI ,

My wife got 22(g) from mumbai consulate. we submitted docs 2 times and after 8 months of waiting and still waiting ,later we come to know her application is under adminstrative process. i have got new extension of h1, changing my client but not employer. can i re-apply for h4 again while my previous h4 is in adminstrative process? please guide me what exactly i should do to go for? my wife's has applied h4 in feb 2011 so it's not 1 year old application.
