H1B to J2 (EAD) questions

Hello,

Currently I am on my 3rd term of H1B (3 years renewed after 6th yr), EB2- PD Sep'10 and my wife is on J1 ( need to renew once every 1 yr)

1) How long does it take to get EAD thru J2 ? provided that I change to J2 by getting visa stamped outside US

2) If I return back to H1B from J2, will my 140 PD remains same ? or I start all over (labor, 140) again ?
