The Department of State faxes the Visa Bulletin to the consulates. They are supposed to not publish it until the DOS website is updated.

And sometimes, if some consulate publishes it early, they make mistakes. That has happened at the Mumbai consulate twice...

"Should there be a sudden or significant increase in India and China Employment Second preference demand it may be necessary to slow, stop, or retrogress that cut-off date as we approach the end of fiscal year 2011"

So, its good news for this bulletin- but for the last 2 months of the year -July and August could see it halt or even possibly retrogress. ((GASP!!))

My PD is May 07. I think I have another year of waiting?
