H1 Transfer to C2 when RFE for H1 Transfer with C1

I am working with company C0.

I filed H1 transfer with company C1 and received RFE but C1 hasn't responded to RFE yet.

I have following questions:

1. Can I file perm LCA for my GC with company C0 ? will RFE with C1 affect it any way ?

2. Can I transfer my H1 to another company C2 ?
