COS from H1b to F2

Hello,

I am planning on changing my status from H1b to F2 visa. In the process of filing for COS, I need clarification on following questions

a) Is e-filing or online filing possible for COS (H1b -> F2) ?

b) If we are supposed to do paper filing, to which service center a Chicago,IL resident has to file?

c) Am I acknowledged by USCIS, once the paper filing has been received by appropriate service center ?
