H1 B extension Stamping

I am a full time employee of a company here

I am on 4th year if my H1 B. I got stamping twice from india. Once when I came here first time with H1 B aprroved and second Stamping was in 2010 december when I went for my marriage. But second time stamping was valid for 6 months due to the project.

Now I got my H1 B extended till 2014.

I need Visa stamping, how safe is it to get stamping in India in 2013 ?

Also I heard that there is a bill going to pass which allows h1 B Extension without going to india for stamping.

A bill for H-1B where you can get extensions or renewals be done within the US itself? Do you know if that Bill has been passed or do you have that Bill Number handy so that we can search for it and get some info about it?

Do not know where you heard about a bill for H-1B extensions or renewals -- there is not such bill. (None of the immigration bills in Congress deal with H-1B visas, except to give more inspection and revocation powers to the Department of Labor.) Also, there is not such thing as a H-1B visa renewal. All H-1B visa extensions are new visa petitions.
