H1b denial after replied to the RFE.!!

Hello,

Here is one of my frend visa complication.

He had applied in 2011 quota. and it took almost 9 moths to get the result

He got the RFE and his consultant replied with all necessary documents.

After waiting almost 3 months after responding RFE ,his visa got denied.

ANd they mentioned the reason is with the project duration.

Consultant applied for position of system analyst and mentioned his project saying that till 2013 march project is there.

Denied because " As the project is ending in 2013 march, we dont see there is a requirement for system analyst for the project"

Now his attorney looking for the option to re appeal the case.

His question is:

1) is this a valid reason for rejection?

2) is there any chance to appeal saying that project got extended/ by mentioning different project

3) if they reappeal, is there any chance to get approval?
