H1B Visa transfer

Hello Sir/madam,

I am currently on H1b visa and my current employer is a public organization and it transferred my VISA in 2009 (under non profit quota organization quota), so current my visa is in under non profit or under non cap . Now I am looking for a change and the employer that I am in touch with says that my current visa is under non cap and he will need to transfer it in the general category, so I will need to wait until next year when the quota will reopen again and till I can make a transfer. Can you please validate this statement and if this is true then do I have any other options available as my visa is getting over next year.
