H1B amendment stamping (Canada or Mexico)

My employer has initiated an amendment process for my H1B visa. Since I was out of status due to visa-denial at the time of transfer, they're asking me to go for stamping. I have 3 options here, either go to India (my home country), Mexico or Canada. I opted India out due to the geographical distance & the time it takes to travel. Hence, was wondering where the approval ratio is more, Canada or Mexico? What other considerations do I need to look for?
