F1 to H1B quota related

Hi,

I have done my masters in 2007. and applied for H1b and i started working on H1b from 2008 -2010, When I went back to India my H1B visa got rejected in June'2010.

So I have stayed in India for 2years, Now I came to US on F1 visa .

If I get any job opportunity now can I apply F1 to H1 change of status(my petition expired on 8-13-2011). My question is do I come under quota where i need to wait till April 2013 or I can apply anytime.

Please help me out with your suggestions.
