Visa stamping in Mexico/Canada after 3 years

Hello All,

I believe I am not in a unique situation and hence looking forward to asome advice.

came to the united states in 2005 and then changed jobs in 2006.

I got a H1b Stamped on my passport from 2006 to 2009. My H1b Stamp expired in Nov 2009 and after that I have never left the country . Been living here based on my I-94 extensions and doing part time masters and working at the same time .

I have a approved I-140 with a PD of Nov 2007.

I recently changed my job and got 3 year extension based on my I-140 for my new employer. I am planning to go to either Canada or mexico for stamping. The thing which is confusing me is. since my visa stamp expired 3 years ago , can i go to Mexico/Canada to stamp a new visa?

Since I did not stamp a visa for 3 years will that be a issue?

Also since no visa stamp for 3 years, will it be considered as a visa renewal or a new visa stamp?

Can some one shed some light/clarification on this issue.
