H1b 7th Year change employer

Hi,

I am on my H1B 7th year and it is valid till end of July 2013 with company A. My labor with company A is still pending. My current client is willing to hire me and sponser my GC. Is it possible for me to transfer my H1B even though I don't have Labor and I 140 approved.

Generally, as long as you have a valid Labor Certification that was filed more than one year ago you may utilize it for a post six-year H1B extension, however there is some risk in doing so.
