Sponsoring family and GC

Gurus,

As I understand from various threads there is no way to sponsor for your parents/brother and other family if you are still on GC. Are there any limitiations on how long one needs to wait before being able to sponsor family members and does one need to get the citizenship before being able to do so? Are there any other options for doing so on GC?
