First time H1b stamping in 4 years

Hi, I'm planning to go for H1b stamping to Canada. This will be my first H1b stamping even though me being on H1 for the past 4 years. My passport has only F1 visa stamped which got expired long back.

So, Can I go to canada for stamping or do I need to go to India.

You can go to Canada if you have a US degree
