Need help - Can I use my unused OPT now?

I have completed a MS in Business Administration from California in December 2007. I never applied for OPT that time and started my H1B in Oct-2007. My 6th Year of H1B visa will complete/expire in Sep-2013. My employer has been very laid-back and has finally now applied for PERM labor for my GC (applied June 27, 2012). If my labor gets approved - I will be good, but just incase my labor gets denied then I will have to go back to India in Sep 2013. I am looking to plan for back-ups in case. I am planning to enroll for a Masters program now in order to complete 1 academic year by Sep-2013 and then change my status to F-1 (if my labor gets denied).

My question is: Is there any way that I can apply for OPT in Sep 2013 since I never applied for one in 2007? If yes, will I have to join a Masters Program now and complete one year of program by Sep 2013 to be eligible?
