Stolen Passport, H1B Visa, I-94 - Suggestions Needed

Hi,

My wife and myself lost our passports (H1B visa stamped) and I-94 (stapled to the passport) due to vehicle burglary.

We don't know where to start. We filed the police complaint and got the report.

Do we need to apply for Passport before I-94? Or both of them can be applied simultaneously.

We are confused by reading some of the posts regarding I-94.

Do we need to fill I-102 for replacement of I-94 or we need to go to nearest CBP?

I got new I-797 (as I made H1 transfer). The I-797 has I-94 in that. Will that be enough?

One good thing is, we both have all our passport and i-94 copies.

And please correct me if I am wrong, H1B visa stamp cannot be done here. I have to travel to abroad and get it done. Am i right? And is that need to be done immediately or it can be done later?

Please provide some suggestions. Thanks much in advance for your time.
