Transfer old Approved H1B to other company

Hello,

I got my H1B approval from a company (A) in 2008 and they never took me on Board. I came to US first time in Dec 2010 on L1B from my employer(B) I am associated since 2007.

I checked on USCIS site against the receipt number that they gave me in 2008. It shows status as POST DECISION ACTIVITY.

I would like to know, whether other company© can use my that H1B Approval to request for new H1B.

Also Can my current employer(B) can use that H1B approval to allow me to work on H1B visa.
