Concurrent H1 transfer to two employers

I was on H1 two months back. My H1 stamping got rejected and I came back to US on H4 visa.

I got a offer from company A and they initiated H1 transfer under premium processing. While my H1 transfer is in process with company A, I am expecting another offer from company B.

I want to accept offer from company B and initiate my H1 transfer with company B. By the time, I accept the offer and initiate transfer, I might get the approval from company A.

Now, I might end up in a situation wherein I would have two H1 approvals.

If I decide to join company B, what would happen to company A approval. Will I-9 form decide which H1 becomes active?

Will I face any issues?

Generally, it is acceptable to have two H1B Approval Notices from two different employers at the same time. However, since the change of status (“COS”) petition with company A is still in process pursuant to premium processing, you may want to wait until the COS is approved before filing the change of employer petition. It is advisable to speak directly to a qualified U.S. immigration attorney prior to proceeding.
