H1b Transfer while in India....Please Help...!!

Hi All,

My H1b was approved in Oct 2009 and is valid till Sep 2012. I came to India first time while I was on H1 in Feb 2012 and went for stamping but unfortunately i got 221g.

I have submitted all my documents to consulate on 17th April and so far no update and when I inquired to consulate, i got response that my case is under review for visa officer.

I am worried what if I do not receive any update from consulate before Sep 2012 because after that my visa will be expire.

Question:

1) Am I eligible for H1b extension while I am in India?

2) If not, am I eligible for H1 transfer?

3) How should I return back to USA?

I have heard from a past colleague who had a similar situation and was stuck in India due to stamping delays for over an year then, he managed to get a new H1B sponsored and now he is in USA, as far as his old H1 with enquiry I think it finally came back but by then he was in USA on the new H1B so he asked the company to withdraw that H1.
