Stamping in Canada

Has anyone done their H1B stamping in any of these places in Canada and also share your experience if possible : Montreal, Ottawa or Toronto.

Also which of these has a better, faster & safer process ?

I forgot to mention that I am currently on L1, expiring in Aug 2013.

Also I have heard that there are rejections in Canada if you don't have a US degree, is that true ?

and how long does it take to get back the stamped passport in each of the above places ?

I have done it in 2010, first time in Vancouver and this year in Ottawa. It varies but both went well. First time stamping always takes longer so plan accordingly.
