Transfer H1B in OPT before 1 st October

Hi,

My H1B is approved, and valid from October 1st 2012. My OPT valid till end of November 2102. Presently I am with Employer A and want to transfer my H1B to employer B. Is it possible to change the Employer now? can I change my employer before 1st October? Is it going to be H1B transfer? or a new H1B petition with CAP Quota (If so, 2013 H1B CAP Quota already filled)? My H1B is approved but my new Employer is not ready to wait till 1st October, do I have any option to start working for new employer before 1st October? and what is H1B portability?

Yes, you can transfer. Once you are counted and have approved H1b, you are good for cap-exempted H1b transfer.
