Refusal letter from consulate

Hi,

I attended interview on Dec-05-2011 and got 221g. Whenever i contacted VFS, I was getting the message like "As per the US Consulate, your case is currently on hold under Section 221(g) of the Immigration and Nationality Act (INA) pending the officer’s review.". all of a sudden, I got a letter from consulate through VFS, It stated that my case returned to USCIS. This letter stated on dec-15-2011. I don't understand about this date. If this letter generated on dec-15th, Why it is delivered today. What can i understand about this.

If my case returned to uscis, why VFS is sending the response with administrative pending message. I did not see any changes on uscis case status.
