employer not willing to file H1 extension until last months quoting USCIS will extends only 1 year

My H1 expires in Nov, 2012 and when employer was requested to file H1 extension with I-140 approval in June, 2012, employer quoted that applying for extension as early as 5 months can result in an extension of ONLY 1 year. Whereas extending in last 2 months results in a 3 year extension.

Is this true?

Not true.

I personally applied for H1B extention beyond 6 years based on I-140, 6 months prior to the H1b expiration last year and got my H1B extended for next 3 years.
