H1b Visa extension Vancover or India??

I work for a non-profit org in Seatlle, WA. I'm currently on my first extension on H1b, my I797 got approved aswell. My plan is to visit India in the coming month or so. As my H1b visa is not yet stamped. I'm confused on what would be the better option for stamping.Is it Vacover or India???

I have all the required documentation client letter, EVC letter etc.But my client PO shows my proj. end date is the day before i go to india and says it is extendable. The client letter does not show any proj. end date.

Please suggest me, when to go for stamping and where based on your experiences.
