RFE issue

I applied for my H1b in PP and received an RFE. The RFE is they need 8 documents in which 6 include me and my employer relationship and the other 2 is workorder from end client and also letter from implementing partner.

My implementing partner is also a major consulting firm, as per their rules they do not give supporting letters to the consultants. If I submit the 6 of them and reply USCIS that the implementing partner is not willing to give supporting letters as per their company rules what will be the result

Please suggest me whether I can try to do something else other than that.
