On OPT, H1B under regular processing, have another job offer

Hi,

I am currently on OPT working for a firm since Jan 2012. My H1B was filed under regular processing on April 9th and I have the receipt number. The online status shows "Initial Review". Now I have found out about possible layoffs and have started applying. I got through an interview and have another job offer. Since the cap for this year can reach anytime now, can my new company apply for my H1B using the receipt number and will it be exempted from the cap count?
