is COS from L1 to F1 within US better than getting F1 from India?

Hi,

I have secured admission for MBA for Fall 2012 and have decided to go for it.

1)I am currently in the US on L1-B visa , so I need to decide whether I should apply for a COS from L1 to F1 from within the US or I should go to India to get my F1 visa . Which is a better and safer option?

2)Even If I get COS to F1 approved, I will have to go to India to get F1 visa stamping done before May 2013 as we have an international trip as a part of the program. If I go for stamping later, are there chances of getting rejected then?

3)My application for L1 to H1 was denied in Dec last year..Will this have any negative impact on my F1 visa. Given this, which is a better option - COS from within US or travel to India for F1 stamping now?

Please reply asap as I need to submit my COS application immediately if I decide for that option
