EB3 or EB2, Effect on GC process on change in location

Hello

Please if anybody could help me. I have two Questons.

1) EB2 or EB3

I have completed my B.Pharm from India and M.S in Chemistry from US. Currently I am working as an Associate Scientist (Quality Control not Research) in a Pharmaceutical Company in Buffalo, NY from last 14 months. So the GC would be in EB2 or EB3.

2) Change of location

My company is located in Buffalo and Chicago. Right now I am in Buffalo, NY and I am planning to move to Chicago because they have research department over there. So basically its the same company but different location. My attorney has told me if you change the location then you have to start the process all over again. Is that true?. Should I start the process right now or should I wait until I move to chicago.
